About Department of Handloom and Textile

The Department of Handlooms and Textiles is mandated with the planning, organizing, co-ordinating, implementing, monitoring and responsible for the effective conduct of various programmes to preserve, promote and develop the Handloom Industry. The Department also implements welfare measures for the Handloom Weavers through Primary and Apex Weavers’ Co-operative Societies. The Commissioner of Handlooms and Textiles functions as the “State Textile Authority” and has the general and overall responsibility for initiating appropriate measures for the successful functioning of the Spinning and Textile Mills, Hosiery Units, Handloom and the Powerloom Industry in the State. The Commissionerate is responsible for planning, formulating and monitoring of all the Schemes of the Government at State Level. At the Head Office, the Commissioner of Handlooms and Textiles is assisted by the following Officers:

(a) Additional Director of Handlooms and Textiles

(b) Joint Director (Handlooms)

(d) Joint Director (Uniforms)

(e) Financial Advisor and Chief Accounts Officer

(in The Cadre of Deputy Secretary to Government, Finance Department)

(f) Deputy Director (Textiles) and

(g) Assistant Directors (Headquarters), (Administration), (Powerloom), (Textiles) and (Uniform)

The entire State is divided into 20 circles at the district level and each circle is under the control of Deputy Directors / Assistant Directors of Handlooms and Textiles, who are in-charge of implementation of the various welfare and development programmes and the policies of the Government.

Objectives Of The Department

To bring more number of handloom weavers into co-operative fold

To improve the standard of living of the weavers and the textile workers

To monitor provision of fair wages to the weavers and the workers engaged in the Textile Industry

To implement all welfare, development and social security measures/schemes intended for the handloom weavers

To monitor availability of credit and finance for handloom sector.

To coordinate with various agencies to protect the overall interest of the handloom weavers and other workers in general.

To facilitate provision of infrastructural facilities for production and marketing activities of textiles in Tamilnadu.

To coordinate with various Departments of State and Union Governments for textile export facilitation.

To encourage technology upgradation and capacity expansion for textile activities.

To facilitate Human Resource Development, environmental protection and Labour Reforms for conducive growth of all the sub-sectors of the Textile Industry.
